The Russian Technology Transfer Network (RTTN) was founded in 2002; it is an association of 68 Russian Innovation Centres from 25 regions of Russia and CIS, specialized in technology transfer area. The RTTN is an innovation infrastructure tool, aimed at effective dissemination of technological information and partner search for implementation of innovation projects.
RTTN’s mission is assistance to development of innovation business and to commercialization of science-intensive technologies in Russia.
RTTN’s objectives:
• technology transfer between the science sector and industry, as well as between different industries,
• partner search for co-operation in development and commercialization of new high-tech products.
The Russian Technology Transfer Network is a project initiated by the Obninsk Regional Innovation Technology Centre (RITC-Obninsk) and the Innovation Centre Koltsovo (ICK) under the TACIS FINRUS 9804 project "Innovation Centres and Scientific Cities of the Russian Federation" (1999-2002). Under this project, Innovation Centres of Russian scientific cities established partnerships with European Innovation Relay Centres (EU IRC network, http://irc.cordis.lu: Steinbeis-Europa-Zentrum (Germany), RECITAL (Italy) and others), studied their experience and tools in the technology transfer area.
The network architecture of RTTN is based on adapted methodologies of the EU IRC Network, thus allowing an easy exchange of technological information with the European Innovation Relay Centres.
RTTN members collect information about offered or requested technologies, conduct technology audits and thus form the common database of technology offers and requests at the RTTN web-site.
RTTN clients are SMEs and big companies, academic and industrial R&D institutes, universities, individuals, engaged in promotion of technological information and partner search.
RTTN participants are any natural or legal persons that had completed and sent a technology profile to the organization – a regional RTTN member (see «How to place your information»).
RTTN is developed as a distributed structure: each member works mainly with partners and clients in its region. The networking is aimed at searching Russian and foreign partners and establishment of technological co-operation between the interested parties (technology seller and buyer) with the purpose of further commercialization of technology. Partner search and establishment of co-operation is achieved through matching of existing technology offers with identified market technology requests (see the chart). Technology offers and requests (TO-TRs) from RTTN partners and clients are presented in the form of structured questionnaires (profiles). The profile gives to potential partners a notion of the offered / requested technology, its technical and commercial advantages, innovation aspects, intellectual property rights and the type of partnership sought.
Partner search and promotion of technological information in RTTN are implemented via the following tools:
• Common database of technology offers and requests, comprising local bases of all members and partners in different regions of Russia.
• Technology audit – check of offers/ requests for technical sustainability and preparedness for transfer.
• RTTN web site (www.rttn.ru) – information resource, containing the free access database of technological offers and requests.
• Periodical information letter “RTTNews” with information about current activities and new profiles, presented at the web site.
• Networking between all members and partners of RTTN.
• Conferences and workshops for RTTN members, partners and clients.
• International segments – the Franco-Russian technological network, RFR (www.rfr-net.org), and the British-Russian Innovation Network, BRIN (www.brin.org.uk), offering search of European partners via Relay Centres from the EU IRC network.
International co-operation: Compatibility of methodologies for description and follow up of TO-TRs in RTTN with approaches, used by EU IRC network, allows for establishment of co-operation and easy exchange of technological information with EU Relay Centres. An example of such a mechanism, tested within RTTN, is its international segment – the “Franco-Russian technological network, RFR” (http://www.rfr-net.org), created in 2003. The National Co-ordinator from the French side is the French National Innovation Agency (OSEO anvar, www.oseo.fr), from the Russian side - the Russian Foundation for Assistance to Small Innovation Enterprises (FASIE, www.fasie.ru).
Since 2005, another bilateral segment was launched between the RTTN and UK: the British-Russian Innovation Network, BRIN (www.brin.org.uk) It was started as a project funded by the UK Foreign and Commonwealth Office through the Global Opportunities Fund. The founders of the BRIN are Beta Technology Ltd. (Doncaster, UK) (www.betatechnology.co.uk) and Obninsk Centre for Science and Technology (Obninsk, Russia) (www.ocst.ru).
Since 12 June 2008, the Russian Technology Transfer Network (www.rttn.ru), within the consortium with the Russian Union of Innovation Technology Centres (RUITC) and the Russian Agency for Small and Medium Business Support (RA), became a partner of the Enterprise Europe Network (http://www.enterprise-europe-network.ec.europa.eu/index_en.htm), established as an integrated business support network based on the experience of two previous networks: 270 Euro Info Centres (EIC) and 250 Innovation Relay Centres (IRC).
